This headline is a bit confusing. I assume this means they get the military aid.
Yes. They approved military aid before. But the president veto’d it. So it went back to the parliament who again approved none-the-less, overriding the veto.
For those who are still confused but like maths:
(Bulgarian parliament overrides) (presidential veto) (to approve more military aid to Ukraine)
= (-1) (-1) (+1) = +1

(parliament overrides) (veto to approve) = (-1) (+1) = -1
