Not necessarily. My concern with leaving multiple communities for the same topic open is that it increases confusion for new users and drives them away from the platform. Having a single community for each topic alleviates this.
I think it would be clearer to close the World community to new posts, label it as “dormant” and pin a post directing users to the community on SDF. The World community could always be reopened if the need for a second community arose.

I don’t think this is quite accurate. While some goes to the penny maker, I suspect most of the value is trapped in the scrap metal value of the coins themselves, which is illegal to profit from.
Where are these pennies going?
I assume they’re mostly going to “spare change” jars in people’s homes. When was the last time you paid for a purchase using pennies?
For the few cases where cash transactions still occur, it’s far less effort to hand the cashier (or machine) a bill, let them calculate the exact change, and scoop the assortment of coins into a pocket, never to be used again.
Personal anecdote: My dad is one of the few people I know who would occasionally pay for purchases using handfuls of pennies, often to the consternation those nearby and the embarrassment of my mom.
