There’s only one region in Brazil where dry weather is common, and that ain’t it.
Perceived temperature. IRC a combination of moisture and actual temperature.
Too hot/humid and you can no longer sweat properly, and slowly overheat and eventually die, even with a fan on.
At that point the fan is just for making sure you’re evenly cooked.
