In case this is serious and not just a circlejerk, nations/ethnicities do not have noticeably differing intelligence levels. What they do have is various levels and kinds of dysfunction. Russia had a very high level of a very all-encompassing kind, coming out of communism, and then Putin actively encouraged it to improve the stability of his regime. America’s dysfunction is significant but largely confined to government for now - they can still design and build a really good rocket, app, corporation, bridge or even just spoon.
