It took the US 100-150 years to turn conquered Indian tribes into citizens. The US didn’t want them at first but also many of the tribes didn’t want to be American citizens. In Palestine, many of the Arabs don’t want citizenship and refuse to recognize Israel exists. It might be generations until that feeling passes. It might be possible to force citizenship onto them but I don’t think anyone has motivation to make that happen. The lack of desire on the part of conquered Arabs has really held back any civil rights movement that might have otherwise developed.
There is no occupation, only conquered territory. The lands were lost when the Arabs invaded Israel and lost. Israel should incorporate non-citizen Arabs into Israel and I believe it will eventually happen.
