    california is actually the second state to do this: massachusetts did it earlier this year in a sweeping climate bill. nonetheless, it’s big news that california is doing this, because california has the market to force widespread change on account of being the fifth largest economy in the world.

      Precisely. California is in fact well known in setting new standards that other states follow, especially regarding car emissions. Actually even Massachusetts was following California, they were just faster to sign it into law.
