Doesn’t new Windows always ‘leak’ before release? The same thing happened with Windows Longhorn before Vista got out, I think even several successive builds leaked then. If I am not mistaken, Windows 8 had similar leaks of its beta builds. This is either a mass public testing (most likely, with as wide hardware diagnostics being collected as possible during this period), or an elaborate marketing gimmick to gather user feedback around the interface changes.
