    Did Jellico help whip the crew into a more serious shape, one they so desperately needed since nobody seemed to care about the incoming borg or other threats the show didn’t seem to take seriously? Did he put data in command instead of ops, where data should probably spend 1/3 of his time? Did he basically just do his job, which was serving in STARFLEET, not under Picard?

    All yes.

    Is he an insufferable asshole, borderline incompetent in the HR department, and generally a dick about how he goes about his business?

    Also yes.

    He’s neutral to me. Because ultimately he isn’t good or bad, he was just doing his job. He didn’t have the time to ease into things like he probably would have preferred, he was given command and shoved into the fray.

    He got Troi to wear a proper uniform, so I’d say overall, positive.

      This isn’t the cut and dry yes you think. Starfleet is a military organization. Jellico was perfectly reasonable, possibly even downright pleasant, as the captain of the ship. He is the commanding officer. Junior officers do not need to know his every thought and rationale for every order. The commander sets the tone and expectations for his crew. Jellico wasn’t Picard. Didn’t make him an asshole, just not the same command philosophy.
