Really? I thought that was an urban legend. Sounds silly Ukraine wouldn’t be allowed to attack military installations used for attacks into Ukraine. If true I hope they change that ASAP.
Yeah, this is part of there reason Ukraine has been developing their own long-range systems. That ban is only in force for donated weapons, not for ones they make themselves.
Maybe it’s a sort of attempt to avoid escalation, but I’m far from sure that’s a good idea. Russia only takes and gives nothing. Why should we grant them any favors?
