Fallout at its best never took itself seriously or tried to be overly dramatic. Nobody’s even seen the show but I can already tell you it should be a dark comedy and nothing else.

Also Todd finished that statement about dramatic and dark “with a wink”. He’s insinuating upbeat elements. From my perspective, Todd describes Falloir perfectly in his quote. That “wink” is what you are looking for.
