If you want to self-host or have it hosted for you then have a look at Hometown https://github.com/hometown-fork/hometown/wiki which allows Local only posts. The developer Darius has
written articles beforeshared in an interview on how he is running a friends only Hometown instance.GoToSocial also supports local-only posting. And it is much, much lighter-weight to run than a full-blown Mastodon instance.
