If you were to close of local roads, make the slower to drive or something similar, it might work, but that is not the plan. This is building a motorway throu land, which has perfectly good public transport and is walkable. Cycling infrastrucutre is around, but if you were to actually use unneed local roads to extend that, it would be easy too.
