I’m not an expert, but unless this was a strictly internal thing I don’t think it can be from 2001. There are rahkshi parts on it and they didn’t come out until 2003.
Fill me in if it’s mentioned on the reddit link I can’t get to it in VPN.
It’s tagged as SEC (Someone Else’s Creation), and over on Reddit it’s tagged as MOC.
So it’s just someone’s own interpretation of the 2001 Makuta.
It is indeed custom, I think 2001 is the “name”, not the year
