VW should pull itself up by its bootstraps. If they can’t make the 2025 goal, how are they going to overachieve the 2026-27 goals? They are basically asking for a government loan.

If that cost really can’t be born, they should put IMF-style conditions on it. Personnel changes in upper management, immediate changes in strategy, stuff like that.
