Because the WTO prohibits subsidies that unfairly favor domestic producers or hinder international competition, enacting a measure that Chinese automakers cannot also benefit from will be a challenge.

Could be something to do with materials that are only imported from the EU or Europe, like Lithium.
If there’s subsidies on those, China wouldn’t benefit.
