Check out the theory of a noosphere. I think that might be what OP could be referring to. There is a theory that this supposed layer of information is always interacting with us on a quantum level and ideas can just come from the universe itself, or something like that… I’ve read about it once a while back and just thought it was kind of a cool sci-fi concept.

It’s also the basis for the plot in the Stalker games.
