As far as I can tell, this is unlikely to succeed. There is a strong progressive minority in Berlin to push for such proposals, so even the 170000 signatures might be doable, but I highly doubt that there is an actual majority for it and the upcoming newly elected city government doesn’t look like they would push for it either.
Edit: also keep in mind that while those actually living in the inner city ring might end up in favour of it, a real vote would be for all inhabitants of of the Berlin city-state, many of which live outside the dense inner city ring and thus would not benefit much from it. On the contrary those might find it mildly inconvenient to not be able to drive through these parts of town even if they actually rarely do it due to traffic congestion.
