From what I can tell this looks like a strap-on cruise missile system for previously-existing dumb bombs. If that is the case, they certainly have the capability of being produced fairly cheaply and in large numbers.

Quantity is a quality by its own right. The fact Russians are losing their tanks to drones that cost less than 1000 dollar probably is making a lot of military people antsy.
