Bot accounts were creating nonsense communities. It has been disabled until further notice.
You can create one on other instances if you will

Honestly, at the moment we have so many duplicated communities which end-up empty, that slowing down on “new communities” which already exists sounds like a good idea, see that thread https://sh.itjust.works/post/1283984
I don’t think it’s the reason, but it still a measure making sense
I disabled this function until I finish the development of some mod tools. If you want to create a new community send one of the admins a PM and we’ll get it created for you. I plan on having community creation turned back on again shortly.
