    The clash between Dubrovnik’s picturesque cobblestones and the constant rumble of suitcase wheels has become too much for the locals. These historic streets amplify every bump and rattle, turning what should be a peaceful stroll into a noisy nuisance.     they could have made night time ordinance, or pass the “fee” to yearly taxation for apartment owners as well, as they earn from that same noise.

      old city are narrow streets with stairs, so no cars, beside probably city utilities vehicle on main plaza from time to time.

    I think they should promote the delivery service but not ban the bags. Seems too heavy handed.
