I still haven’t quite figured out how this works but here is a comment from a completely unrelated instance!

Yes, 60% is normal especially with 8gb.

This is because unused ram is wasted ram.

Windows know this so it uses some of the unused ram to speed things up by for example putting frequently used apps in ram so they start quicker. It will free up that ram when you need it (like for a game). In your case with 8gb i don’t think it’s doing a lot of that, but this is why you see a lot of ram used by windows even when you have 32gb.
