Final Fantasy XV director Hajime Tabata has expressed his regret over the cancellation of the game's promised DLC.

I was disappointed in this game. But I planned on replaying this game after the DLC came out. Once they canceled the Lunafreya DLC I kind of lost interest. I still have all of the released DLC, but never got around to it and never messed with the additional content (I think they eventually let you play as the other party members?).

Yeah, each of the DLCs has you playing as one of the other Chocobros (and Ardyn), and once they’d created their individual gameplay styles, they rolled the option to swap characters into the main game (although it’s locked in the progression system, so you have to earn the ability to switch to each of them).
