The issue for russia here with this strategy is that a rocket motor costs at least $1000 just by itself.

I am sure russia brings that cost down with bulk order and politics but ultimately what Ukraine can do is make an even cheaper tiny missile with one of those motors and fire it from the air defense platforms they are already using.
The above link is an example of this kind of “baguette” missile and it fundamentally mitigates the return on investment russia gets from making their shaheds more expensive, faster, higher flying, and with a lower radar profile to reduce increased radar exposure. This is a losing game for russia unless they can figure out how to make low flying cheaper and slower shahed type weapons work again against Ukrainian air defenses which they show little signs of being able to do.
