What’s the deal with the sign being unclear as to what department it is? If he didn’t want to specify the department surely some alternative framing could be used… I thought I got the joke until I read the sign, now it seems like the gibberish is part of the joke somehow and that confuses me.

I think the joke here is that a government employee is going in on a holiday to work, which is rare enough to warrant historical note.
“Take care of some unfinished business” often has an ominous portent to it, but in this case he looks like he’s just literally working
Either the sign or the name of the department itself is the unfinished business? Doesn’t explain the holiday part though.

It’s the department of unfinished business, and that means the guy always has unfinished business. Also, the government is known to be wasteful, so almost redundant.
Or maybe, that guy also made that sign and never finishes anything?
