It’s the drivers responsibility to decide what is reasonable when driving, if you lose control of your vehicle or break some other traffic law, doing something like drinking (non-alcoholic) tea or coffee could contribute to your charges but isn’t illegal by itself.

This is about UK - it most certainly is illegal to drink or eat things whilst driving. It’d be classed as not having full control of the vehicle.
… so what is that sun article talking about? I could be wrong. I agree that it’s not always a good idea to eat or drink while driving.
