Yes, the artist illustrates books. I couldn’t find the book or year in question for this piece.

I think that the road has a concrete median and everything is in the pad in the middle?
That’s a possibility, though that usually means they would need to run wires in a strange way to power the units. I haven’t seen a median used in this way but it’s possible.
