Honestly yeah, but so are most of the characters in that really. The fact everyone trusts this random recent prisoner with saving the world just because the emperor said he was chosen right before the emperor died with the prisoner as the sole witness to the claim and murder is pretty sketch
Not just characters in TES; most real people IRL are pretty stupid, too.

I can recommend watching a No OoB speedrun. The first few minutes involve punching the emperor and his guards repeatedly. And still, the emperor will call back his guards, saying you’re not one of the attackers and whatnot. Quite a surreal experience…
