Yes, they did manage to surgically implant a cat with a microphone and transceiver, no, it was not actually able to listen in on any conversations, when it was deployed on its first mission it ran off and got hit by a car.
I can neither confirm nor deny whether this was done in the time time frame or by the same staff which were slipping LSD into other agent’s coffee without their knowledge
