Hong Kong urges public to dissuade smokers with disapproving stares

Hong Kong's health secretary says the territory could build a non-smoking culture if "everyone stares in disapproval" at people who light up where they shouldn't.

Honestly, in East Asia, that kind of thing can work.

Disapproving stares is one of the reasons Japanese people follow the rules
