No. Bane is nowhere near Hulk level. He’s a steroid enhanced human, Hulk is super human.

Bane can lift 15 tons on safe but high amounts Venom. Hulk has lifted mountains (Secret Wars), held together tectonic plates (World War Hulk), and lifted Mjolnir despite being unworthy (Multiple times both in comics as well as movies/cartoons). So brute strength Bane ain’t winning.

Strategy? Maybe but super iffy since hes not really faster then Hulk nor does he have tools to stop or even slow him down.
