I really have a problem with the way this was reported: they mention vehicles falling into the water, but avoid mentioning the fact that people were still in some of those vehicles.
Another article went a bit further to explain:
"A major bridge in Baltimore in the US state of Maryland has snapped and collapsed after a container ship collided with it early on Tuesday, sending a number of vehicles into the water.
The Baltimore fire department said it was searching for at least seven people believed to be in the water, after reports that a large vessel had crashed into the Francis Scott Key Bridge."
There seems to be a greater concern for the inconvenience than for the people who just experienced the most terrifying event of their lives–some of whom may be dead in result ¯\_(ツ)_/¯
I hope those people are rescued! I can’t believe how much they were minimized by the press.
“Our focus right now is trying to rescue and recover these people,” Cartwright said. He added that it was too early to know how many people were affected but described the collapse as a “developing mass casualty event”.
They do mention people.
Nah, you’re right–my initial reaction was clearly to the headline. It just felt like the human toll was being overlooked, but there is mention of “up to 20 people” being searched for in the article.

I think you are reaching here. It’s a logical conclusion that if the cars fell into the water, it had people that were driving on that bridge at the time.
