By law, conscripts mobilized as part of the routine conscription campaign are not allowed to be sent abroad to fight, including in Ukraine.

    Yes, not being able to legally send them abroad is probably one of the reasons they “officially annexed” the contested regions into the Russian Federation. Thus making them no longer “abroad”.

      They’ve been fighting depopulation since the end of the fall of communism. They literally give out prizes for having lots of kids.
